Mr. Sypherion Thileepan is a development expert with over fifteen years of experience in Programme Management, M&E consulting. He specializes in programme reviews and evaluation of complex emergency and development programmes. Has worked as M&E Advisor for CARE International and later worked as Programme Development Specialist in USAID’s Reintegration and Stabilization programme in the North and East. He also worked as Project Manager for USAID’s Irrigation and Market Development Porject implemented by Practical Action for 2 years in Mullaitievu and Kilinochchi Districts also worked as Assistant Programme Manager based in Mullaitievu for ZOA’s Northern regional programme and managed USAID/OFDA’s largest emergency response and other long-term development programmes in 6 districts of northern and eastern provinces.
